Aggravation (Service Connection by Aggravation)

  • A service connection by aggravation, in the context of VA disability benefits, means that a veteran's pre-existing condition was worsened by their military service. The VA recognizes that service can exacerbate conditions that existed before enlistment, and compensates veterans for the increase in disability beyond the natural progression of the condition.

    This type of service connection applies when:

    1. A condition existed before service (noted in medical records or clear evidence), and

    2. Military service made that condition worse

    • Prove pre-existence:

      • The veteran must show the condition existed before their military service

    • Demonstrate worsening during service:

      • Evidence must show the condition worsened during service, beyond its typical progression

    • Medical evidence:

      • Medical records, expert opinions, and documentation of incidents that exacerbated the condition are crucial

    • Lay Evidence:

      • Statements from the veteran or others who witnessed the worsening can also be helpful

    • VA’s Role:

      • The VA needs to demonstrate that the increased disability is not due to natural progression

    • A pre-existing back condition that worsened due to physical training

    • Asthma that became more severe after exposure to burn pits

    • A mental health condition intensified by combat or stress during service

    Note: These are only a few examples, and there are many different ways a disability can have secondary service connection.

  • If aggravation is proven, the VA may grant benefits for the worsened level of the condition, even if the condition itself started before service. However, the VA will not cover worsening that would have happened anyway over time.
